Documentation for uPortal can now be found on the JA-SIG wiki. Information related to how to deploy uPortal, customize it for your institution, and how to develop content can all be found on the wiki.
There are other places where information about uPortal can be found that can be especially useful if you are having trouble with uPortal. The JASIG-UPORTAL mailing list is a valuable resource for answering any questions you may have. JA-SIG also maintains a robust issue tracking system called JIRA for tracking bugs, enhancement requests, and maintaining release notes.
